Well the fact he actually bought some with his own money speaks volumes, he must see value at this level.
Although not a huge amount it’s certainly a good indicator about his confidence in the company moving forward & potential SP appreciation in the future.
With the potential, even with questionable management at the reins this still has to be a buy.
