I meant to add, these people who have received the broker & promotional shares, would have received them as payment for services rendered. They are not in the business of investing, so their intention would always have been to sell once out of escrow.

What is impressive is RGI's brokers have found buyers to soak up 4m + shares at current market prices, even though the price is very much oversold due to these parcels coming out of escrow.
