it's possible that Big seller is know by insider and since 2018 CR clearing out slowly and keeping price near to .11
see how many shares bought by internals in new CR all at .11 ~ seems like train was waiting for them @.11 for about a year... may be this is just how internals and big potatoes do their averaging
