That doesn't really matter of course provided there is no breach for > than approved.
In fact it should be seen as being very positive, as not only have 20m shares been issued with $500k in the kitty, some one has been placed another 4.9m shares, so that the company now has $622,500 in kitty, and still there are less than 200m shares on issue.
It makes me wonder who/what has taken the extra 16.9m shares and also where there has been no bounce in the SP.
That doesn't really matter of course provided there is no breach...
