Yes there must be a ' create panic and exasperation ' strategy at work to some degree with those small sells into the lower price point thinking they will cause holders to panic and sell. Another sign of accumulation.
As to prices you are right.. if / when in due course they are going to have another CR at 1 cent as signaled they will first ensure it gets to 1.5 ( if in defiance of reason it has not reached there already )... same for the 2 cents raise first going to 2.5 as you say.
