I think you are correct. Here is what it says in the announcement
Appen may in its absolute discretion undertake a scale back of applications for New Shares to the extent and in the mannerit sees fit (including by taking into account, among other factors, the size of your shareholding as at the Record Date, or if, forexample, the application for New Shares would exceed the overall maximum raising amount of $15 million). Any scale backmay not be pro rata.
