I agree that recommending individual stocks is far from straightforward. I see robo-advice initially being limited to recommending asset allocation weights into indexed ETFs. Including temporarily varying the asset class weights according to current market conditions.
The following generations of robo-advisers will be able to do everything a skilled human can.
All machines using the same program will recommend the same thing. But there is no need for all machines to use the same program. e.g. different companies could buy a base robo-adviser model and then tailor it to their own company style.
