IMO there will obviously be a delay in signing because they have had a 'natural disaster' in their Country! If something like what they have endured happened here (Australia) our whole of Gov (all) would go into emergency response also, a few floods or a drought and our Gov diverts its attention! Give them a break to get their humanitarian job done first!
