I agree with you on the EIA approval.  My reading of matters Chilean regulatory in recent months pointed to the establishment of a one stop shop approvals agency for major projects with a view to cutting down the amount of time to assess a proposal - it is one of the new Government's red-tape reduction initiatives.  Prveious to that, I had read that the periof of time to receive an environmental decision was between six and nine months.

One gets the feeling the indicated 15 month Maricunga EIA approval timeframe is more of a contrived period to match another party's timing.
