As you are probably aware, PRU have changed their management team in the last 18 months so the PRU strategy / receptiveness to JV'ing with TBR may also have changed as a result.
Shifting villages doesn't seem to be a problem in Ghana (if the economics allow for it) as can be seen by PRU next door as they are currently doing just that.
Maybe nothing-to-see-here but as you say it would make enormous sense for both parties.
