If FAR are “unaware” of Govt approval, I agree that it isn’t the same as “not having Govt approval”.

However it is not credible that FAR and CNE don’t know the status of WPL.
So perhaps FAR and CNE know that WPL has Govt approval but FAR are choosing to imply otherwise? CNE is choosing to say nothing.
And further WPL are choosing not to announce the fact, out of what, “modesty “?
Instead they announce that they have an arete, “participating “.
What, not happy with the silence of “deemed approval “
they ask the Govt for positive conformation, and they get the arete?
Or perhaps this is what they specifically asked for?
“We know that we have Govt approval because you haven’t objected, however please confirm that we are participating ?”.
The Govt kindly obliges issuing the arete?
WPL proudly announces that they are “participating “.

Yeah right!
