Remember the slip of the tongue by Simone to that reporter during one of the Q and A sessions? CNE knew. I think this was what happened. WPL approached CNE to see if they would PE and the answer was "no" which then strengthens the play out plan on FAR.
I am thinking, could there be a sweetener further up stream for the silence. If true, then if PE is successful, CNE could also be implicated.
