Why not?
It happens in business all the time.
When buying for say a house or car, or anything for that matter, deals fall through all the time when the buyer fails to get finance or they are unhappy with the end product or conditions of sale, or faults in the product they are buying.
The fact is they couldn't as they had no finance or backer in place, where WPL did.
FAR had as WPL did 4 months to close the transaction, find any hidden nasties, then decide to close or not.
This is why it took 4 months to close as due diligence would have taken place within that time frame.
Its naïve to suggest what you imply in your post.
