I suggest you read the bold part and then reread @szaba_the_hut last few posts as that should give them more context.
My take is that FAR would never expect to receive notification of approval of the WPL sale as there is no need to actually approve anything. By not objecting to the WPL sale, the government is deemed to have appoved it after 60 days.
Silence = approval.
FAR say they have never received approval notification, I also assume they never received notification of objection by the Government. Silence on both fronts means that the Government approved the sale - going by that section of the RSSD document.
IMHO (and I hate getting involved in PE debates btw)
