IMO, it means that WPL can assume that approval has been given simply because no specific objection has been raised by the government. This is probably done this way to ensure that work continues even though a dispute may exist in the JV. Senegal gave BP an official gazetted approval but didn't do the same for WPL
Simply assume WPL is there to stay unless far wins their arbitration case. If FAR wins it then depends on who far line up as a buyer and whether WPL want to up their bid or not (as FAR selling would open up PE opportunity through CNE and Petrosen).
