    They are probably looking for 'up front' money to help pay for the re-commissioning of the refinery...They paid for an engineering firm to assess the cost to get the plant running again...That assessment was to be complete by early July...

    The second autoclave within the refinery was never commissioned...I would guess it will cost $x millions to get the refinery up and running again..All IMO of course..
