    The current share price seems to be a deliberate suppression strategy. Highly likely that blue sky is trying to exit and trying to attract investors to purchase between 4.5 to 5.0 cents. Other possibility is a CR from a private fund. Wouldn't be surprised if they dilute further at the current price to raise capital.
