It's too risky in terms of the likelihood of a commercially viable solution so don't fund it OR it's worth the risk as the consequence of a successful outcome would be huge. That's the judgement call we make as investors and politicians will kick this around the house all day long if they think they can get some attention.

However, if the implication is that the research will be hindered because of the stated circumstances, that's a different matter but that's not how I read it.
