It's only 1 MW (and 1 buoy) because it is a prototype - first CETO 6, first use triple-tethering, and perhaps first use of whatever PTO (s) they are building or buying.
It has also been stated that the infrastructure used for this test will be made available for others to use, so it is not clear whether any scaled up future production array will be in this exact same location or nearby.
