It says if you can't provide an explanation that you need to contact them to discuss requirements of a trading halt. The ASX as a regulator along with ASIC are required to ensure the market is fully informed of what is going on and if info has leaked until announcements can be made halts should be called for to protect all holders and not those that wish to manipulate the situations.
