Assuming equal flows, evaporation and recharge then higher grade trumps lower grade.
Wet harvesting trumps dry harvesting by reducing downtime.
The higher the recovery rate (from lower seepage losses and higher plant efficiencies) the better.
All things being equal, grade is king. Stop deluding yourself. Higher grade leads to lower trench requirements (assuming equal flows) and lower pond requirements (assuming equal evaporation and seepage losses).
The project is the sum of the resource, location, management and backers. The resource is finite.
Finally, required lake bed surface area per unit of annual output is indirectly proportional to flow rates and grade (ignoring bore field recovery).
In the meantime you can keep on believing the biggest lake/lowest risk story being told by AMN and some of its supporting brokers.
    Cheers
