There's advantages and disadvantages in every jurisdiction. I believe that the people in Bosnia Herzegovina and Vares in particular will prefer a quick development of the mine; seems likely that the locals, of whom many are unemployed, prefer having their community get many new jobs over waiting years for the mine to get built with only corrupt politicians, mafia and other scum getting enriched.
In a way the poverty of Bosnia Herzegovina is an advantage to ADT, assuming they play their cards right.
