I can't deny any of your points but I will say that Bosnia-Herzegovina have been pretty keen on joining the EU for some time now, and unlike some of their other competitors, they've made significant moves toward actually getting there. The EU needs cash, Bosnia exports power currently and is well endowed in resources of many types, I see the match being made. with it should come the safety of eu regulation. But once more, point well made. Vares was a hellhole under 25 years ago, and we should never discount complications arising long after the conflict has gone cold, such as mass graves, land mines, etc.
