What is more risky? Administrative risk or social risk?

I would argue social risk because it is hard to change the mind of the people because their resistance to mining projects are often rooted in principle.  For politicians, there is always a price.

Make no mistake, the locals are fully behind the project and want it to succeed. This is a community with a rich mining tradition and Vares is a brownfield site so there is a strong precedent.  

The politicians have everything to lose if the project is delayed and/or fails.

Also, ArcelorMittal has been operating in BiH for over a decade.
