It looks to me to ensure the deal went through many palms where greased - shares have been distriputed to many small holders (community leaders etc) in the DRC - potientially sweeteners. Some of these holders will need money now, they didnt pay for them and 100,000 shares at .015c goes a long way if your a local in DRC.

My questions to VEC are - I think the market would like to hear that you are drilling to firm up resource?
That you are fully committed to a better finance solution
THAT YOU STICK TO DEADLINES YOU SET WITHOUT FAIL we need to rebuild the trust between manaagement and shareholders.
