The companies blog post does have some extra info to the company announcement:

The Transaction is being backed by Allure Capital, the private investment vehicle of technology entrepreneur Mr. Nathan Buzza, BlueSky Private Equity (ASX:BLA) and Patersons Securities Limited. Mr Buzza’s was previously the second largest shareholder of Clinical Middleware Provider, Azure Healthcare, which catapulted into the spotlight after the stock rocketed from 3.3c to 34c over his two and a half year tenure.

And the announcement stated:

Capital Raise Naracoota has engaged Patersons Securities Limited (PSL) as Lead Manager to raise $2,000,000 at 3.1c per share pursuant to a full form prospectus (Capital Raise). PSL has received firm commitments for 100% of the Capital Raise.

So does read to me like its been 100% committed to those three parties. Not sure if or how long they will be restricted for.
