I believe Vast Solar are primarily trying to develop a Concentrated Solar Power (CSP) technology - similar to the SolarReserve system (e.g. Crescent Dunes in Nevada). This seems not to be going as well as hoped, and they decided to build a conventional solar farm - presumably to generate some revenue to fund the continued development of the CSP technology.

So it appears Genex is buying this solar farm that Vast has or is obtaining approvals for. What it means for Vast's CSP technology and whether it has any place in Genex's future plans is unclear.
