You have to look at every thing in context, announcing something is world class doesn't make it so. Even if at the time if it was considered world class, the project may not pass the stress test in times of flat commodity prices or recession.
I took a quick look at this but at a glance it doesn't look like it would have long term potential. The market doesn't really like it either or the share price would be a lot higher. A market cap of $35 million is not indicative of market confidence.
