this does not say the shortfall shares have not been allocated
the appendix 3B issued on 11//1/18 includes 100% of the new shares, including any shortfall
in other words, the company does not have to issue a new Appendix 3B for the shortfall
therefore, only the company & registry can tell you if the new shares have been allocated
