That's for futures - plants that are being planned now and won't be completed for 2 years or more. What Kidston cost was reasonable and competitive at the time it was planned (2 years ago). See this ARENA link for construction costs of solar farms of similar vintage. Arena makes the point that the amount of funding it needs to provide to make solar competitive is rapidly reducing (and will likely not be needed at all in a year or two).
