I didn't perceive Redbeard's comment to insult the intelligence of current Management or downplay the announcement.
There's a few regulars who appear paranoid with any comment that they construe as negative.
I read his statement to suggest with such large tenements and with the potential interest of larger parties, more brains/arms/feet/legs and money would progress things faster.
