The normal thing to do is pay out dividends to shareholders who financed the operation in the first place. Should HAZ put the money into developing Mt. Mulgine, Big Hill or whatever other mining operation, it will be lost once and for all. The only ones who will make money on that are management (we can see that happening right before our eyes already) and the banks collecting interest at a rate of 10%+. Shareholders get the boot. As soon as there is the slightest hint of money available several hands will reach out to grab it as is evidenced by the half year report.
