Raisama wont be able to show DOE they have $100,000 as they are committed to paying at time of spudding $8 - 10 mil to Venturoil for the 40% share. They cannot raise capital, so they are close to stuffed.
If they can prove to DOE that Raisama has finance for their Venturoil deal, then it might be a different story. I reckon they will need say an extra $4 mil.
