It's quarter to three in the afternoon in Ontario. The temperature is minus 18c . Ive worked in those temps and nothing got done fast. 

Some of the access will be improved because of frozen ground but the same frozen ground will make slopes and gradients hard and dangerous to negotiate.

As cats said they probably had a Christmas holiday and New year too for those people based in Canada. But not all the team are in Canada and don't we still have other projects?  JVs here and there? I didn't think we had sold everything else or did I miss that.....
