Everything else i have read is on the current focus to speed up the issuing of new mining licences to foreign investors, as it all dried up after the major legislation changes and so are the Tanzanian coffers.
Sure the foreign miners like MSR will have to pay more across many fronts leading up to and once in production but viable projects will still succeed, many of the articles that i have read imply Tanzania was ripped off for a long time, they then went full Rambo, which was too extreme and now a logical medium ground is being reached. (Unless you are Acacia).
Look at many other ASX listed explorers operating there and there are many recent SP turnarounds into green territory as they grease the wheels to ride in Tanzania.

I would expect MSR to now be negotiating better terms for the acquisition considering the new regulations will have an averse impact on future financial performance of mining companies operating in Tanzania.
