I said months ago that the first thing to be constructed would need to be the access road. But it hasn't even been started yet. Without the road they can't get anything into the mine site. Maybe it's better to build roads in the dry season.
However the letter that was requested by EMR is the MIA, and is not needed for the construction or operation, and should not be a requirement for the banks to give finance. Without EMRs request, the financiers would not have heard of it. (after my giving some thought to it)
