Someone in the industry might be able to interpret what this tender is about.
As a layman, I take it to mean that generators (type not specified) can tender to provide backup and firming capacity for the grid.
It is also my understanding that spinning reserve was previously provided by coal and gas generators only.
I am wondering if that role is being opened up to include renewable energy (coupled with battery storage)?
Could a large number of batteries (charged by renewable energy) scattered around the state, replace the fossil fuel generators that previously fulfilled that role?
The tenders close on 04/05/2018.
