Of course, if TPG do go over the 20% limit they could launch a stupid bid that they know would never be accepted.
But the real problem - the one that prevents them from exceeding the limit - is that once the have a bid on the table they lose the right to vote on either their own or competing takeover offers. TPG would immediately lose their blocking position.
