power rationing - petrol and electricity - has been going on for decades in Tz. So its not an emergency situation,,its life as usual. Tz without fuel rationing ,power blackouts ,,now that would be unusual. I assume you didn't experience this on your recent travels in the vacinity? Its not consistant but random crisis' that are patched up as a short term measure before it reoccurs..ad nauseum.

What I'm saying is there just isn't the 1st world sense of urgency to fix things let alone avert a crisis with forward planning. Its sort of ,,dont worry,,if things get really bad, the rich nations will step in and fund us again. Maybe a crisis is sustained to grab rich nations attention and flood Tz with U$D's for infrastructure ( partly siphoned into private offshore bank accounts,,, perhaps more money made here by gov't officials this way than producing anything).

Your alluding to Orca's interests being played out is another plausable scenario..

KEY im sure would know what the games are and have devised a strategy(s) to cope with it. To offload or not to off load Tz ,,that is the question that intrigues me.
