I can understand how you are frustrated, however I'll provide some clarity and experience here...

There is a bit more to the process than that. Timing is outside of the company's hands when the ASX is doing their review and various other outside parties involved. The ASX has apparently come back now with the ALL OK on spread and escrow and registry will be doing allotments next wk, along with refunds to those via public who were scaled/unsuccessful.

There's a fair amount of work that goes on behind the scenes and is all part of the usual process - if this happens to you each time, a way to avoid this situation is apply via a broker rather than via the public and that way you may know your allocation sooner and pay your final allocation only.
