The more censorship and suppressive actions taken will afflict everyone as in Hingdogs example. A person giving an honest negative assessment is not the same as down ramping so long as they provide the details, proof and some analysis of that opinion.
You cant simply suppress negative or positive opinions but you can enforce the need for proof and or analysis.

Its obvious there are some posters who make low content and negative opinions just for fun, they are obvious and I think everyone can name a couple. These posters need to be banned, the obvious needs to be banned.
