I very much doubt any serious investor will believe a word of this, but unfortunately it may catch the odd newbie and allow the previous batch to offload at the current price. The most important part of the announcement is "Commercial and technical details of the project are not disclosed".

Seems like these guys are trying to divert attention away from all the other contract fiascos, and the strange payments of tens of millions of dollars to mysterious overseas entities.
