Unfortunately no amount of fancy announcements will change the fact that no finance to build a plant in Dubbo will eventuate. If they could dig the stuff up and process it overseas as Lynas have done then maybe its a goer. I think behind the scenes they must have promised to do the Dubbo thing so that they could lock in the necessary permits. All of course just my musings.
