I agree that some of the things you describe are happening, however they are , as you say, fix the business tasks. The task Become a lean retailer is not occuring neither is the end to end process review, neither is the change culture to customer focus.
How do I know? I know that some very bright people have left, alot relatively recently, that were in this area. They left because they got frustrated with the inability of WOW to change their processes and culture.
Over 10 years ago WOW redesigned their logistics processes and saved billions, however they then sat on their laurels and would not allow changes in this area as they were sure that they had done everything they could in this area. Of course their competitors caught up or leap frogged them, but still the culture of 'we are the best' and 'how we do it is the best way' existed.
WOW had some golden years to change things whilst they had little competition, but they decided to protect their dividends and their SP. Now they don't have the same luxury of time and money they had.
It's going to be a hard road ahead for many years.
