Intention would be to try and squeeze out .004 or .005 before the consolidation. That translates to 4c or 5c in a CR - and the potential of offering to existing shareholders are an appealing price without dilluting the stock too much.
If they are stuck at .003 and obtain a post consolidation of 3c which will quickly drop towards 2c; they are going to be diluting the stock significantly in their first CR.
.001 at this stage makes a MASSIVE difference to the future of this company and the $ they can raise from a CR.
Looking at the last couple of days; this ramp attempt has failed as well.
