Hi Lincoln, It seems as though there was a difference of opinion as to when it was an appropriate time to commit to a scoping study.
Haws' attitude was to wait until the level of confidence in the resource increased i.e. until the new jorc figures showing the level of indicated resource, Lcys' thoughts were that it should be done now. This work will probably revisited at a later stage when future feasibility studies are done ( my opinion only ).
So who is correct? I am sure you and I are not really in a position to judge without being privy to all the fact, but I must tell you that in this case I believe that what haw proposed looked ok to me.
