How about leaving the rules alone and disbanding the rules committee altogether. Every year they change the rules based on a knee jerk reaction to something and it has unintended consequences. They tried to speed the game up to make it more attractive with a number of changes like play on from point, no diving on ball, no punching arms, not grabbing ball from ruck contests, the list goes on...Coaches then adapt to the new rules. The current rugby style has resulted from the above. Now they complain the games gotten too fast and so are trying to slow it down reducing the interchanges to three with possibly more to come. Its a JOKE.
