Well done on picking up some DUI - I've been a LIC fan for some time but only got into DUI last month.
To answer your question: although it's nice to be able to buy LICs such as ARG at or below NTA, ultimately I don't think it matters too much for long-term holders because the premium/discount will always fluctuate and this really just represents market noise and not performance of the underlying assets. Moreover if you do go to sell one day, you may well be able to sell the stocks at a premium to NTA.
In my opinion, the best approach is to invest in good quality LICs on a regular basis (e.g. through the SPPs). That way, sometimes you'll buy at a discount and at other times, at a premium, but overall your long-term return should be solid.
