I'll just rearrange a few things for contextual clarity.

"nothing exceptional about any company employing an extra 2 people", "if a company has limited funds and limited income and the wages bill looks like exceeding that" unless "the demand is there."

A company running within limited funding wouldn't take on extra staff, unless there was a real and compelling need. That "need" is clear its in the battery space, it also shows there is a significant upscaling of activities. Management, which currently extends across the Board didn't do this on a whim and without justification as some are trying to suggest.

Just 2 more, sure but that's 2 New positions and ontop of any reassignment of current staff taskings. A question to consider - tis this expansion is for accelerated or widened works. "Full Steam" maybe not but nonetheless either/and means a bit more pedal to the metal though.
