Maybe they are letting other people use the site as a car park.

On a serious note I have been able to actually speak to someone recently from APG who reiterated the fact they are still waiting for finalization of ERMS deal and that the commissioning of plant for trial production run should be completed sometime before Oct 2017. Also pleased to report they did not actually have to do a major reorganization of plant and that the equipment is in very good condition as they brought high quality things that are made for longevity and durability.

Hope this gives people some encouragement going ahead!
